English Language Learners

The Springdale School District's ESL Department serves several important roles in the community. Our office is an open resource for English Learners (ELs) and their families as they are welcomed into our school district. Once identified for possible language supports, we screen students with the ELPA Dynamic Language Screener to determine the best placement and services for them and continue to assist the studentā€™s families and schools as the students work toward graduation. Our office also supports teachers and administrators as they are working with ELs in the classroom by providing ongoing professional development and curriculum support. Finally, the ESL team works diligently to connect the families of ELs with the community of Springdale.

Through the use of school liaisons, literacy classes for parents and students, after school programs, and other efforts, Springdale Public Schools has built an ambitious district-wide effort to reach our English language learners and their families. Thirty-seven percent of Springdale school teachers are English Second Language (ESL) certified, meaning those teachers are experts in second language acquisition. Our ESL department serves over 8,050 current ESL students and continues to monitor over 4,000 students that have graduated from the program.

Support for English Learners

  1. When a family registers a child in school for the first time, the parent/guardian will be asked to fill out a home language survey (HLS).

  2. If any language other than English is identified on the home language survey, the child will be tested to check his or her language skills.

  3. Depending on the results of the test, your child will receive support to learn English. Families may opt out if the family does not want the child to receive these supports. However, they will still be required to test for language growth each year.

  4. The schools must teach all children the same math, science, and social studies and ensure that all children understand the content. Be sure to ask your school about your child's progress.

  5. Every year, your child will take a test. When they can speak, write, read, and listen in English proficiently, as well as perform academically on grade level, they will exit the program. They will no longer be considered an English learner.

  6. If your child still needs help, they will continue to receive English language development supports until they meet all of the exit criteria and reach academic English proficiency.

  7. If your child has met all the exit criteria, they will no longer receive English language development supports or take the annual language proficiency test again. Teachers will continue to check your child's progress. Continue to ask the teacher how your child is doing.

When all students are registered, a home language usage survey is completed. Students who speak a language other than English are then assessed for language proficiency. If the test shows that your child is not yet proficient in English, then he/she will be given supports to help them learn English. Each state has its own way of deciding whether a student is an English learner (EL), but they all use a home language usage survey (HLUS) and an English language test.

(ENG) What kind of support will my child receive?

The law states that schools must teach English and other subjects, such as math and science, to English learners. This instruction is called English Language Development (ELD), and it helps students improve their English listening, speaking, reading, and writing skills while also learning other subjects. In Arkansas, we use an English immersion program to provide English language development. This means that your childā€™s teacher will only use English to provide instruction in all content areas (math, science, etc.) in a way that all students can understand and learn. All ELs in the state of Arkansas participate in ELD and integrated content language support to help them learn English. As a parent, you have the right to ask the school whether your child is getting this kind of instruction.

Each year, schools must test all English learners. Students are determined to be proficient when they can speak, read, write, and understand academic English at a specific level. When they reach the proficient level, they are reclassified (exit) and no longer receive services, although the school will continue to check his/her progress for four years. If your child still needs help, they will continue to receive English language development supports until they reach academic English proficiency.
